Summary:

In June 2011, the Civil Rights Division of the US Department of Justice (the Division) opened an investigation into the Portland Police Bureau (PPB) in Oregon. In September 2012, the Division identified a pattern or practice of excessive force against persons with mental illness. In 2012, the parties entered into a court-enforced consent decree, which remains in effect.
