Summary:

In May 2000, the Civil Rights Division of the US Department of Justice (the Division) opened an investigation into the Highland Park Police Department in Illinois focusing on discrimination based on race and national origin. In the fall of 2000, the parties entered into a memorandum of agreement (MOA) incorporating the terms of a court-supervised consent decree settling Ledford, et al. v. City of Highland Park, No. 00 C 4212 (N.D. Ill), litigation brought by private plaintiffs raising similar issues. The MOA was terminated in December 2004.
