Summary:
In December 1997, the Civil Rights Division of the US Department of Justice (the Division) opened an investigation into the Buffalo Police Department in New York, focused on the use of “chemical agent propellant” sprays, such as pepper spray or tear gas. The Division and the City of Buffalo entered into a memorandum of agreement in 2002, which was modified in June 2007 and terminated in July 2008.
