Summary:

In July 1996, the Civil Rights Division of the US Department of Justice (the Division) opened an investigation into the Los Angeles Police Department (LAPD). In May 2000, the Division identified a pattern or practice of excessive force and unlawful stops, searches and arrests linked to inadequate training, supervision, and accountability systems. In November 2001, the parties entered into a court-enforced consent decree. The consent decree terminated in July 2009, although a transition agreement between the Division and the City of Los Angeles remained in effect until May 2013.
