Summary:

In April 1996, the Civil Rights Division of the US Department of Justice (the Division) opened an investigation into the New Jersey State Police (NJPD). In December 1999, the United States filed a complaint alleging a pattern or practice of unlawful traffic stops, searches and arrests, linked to inadequate policies and training, insufficient supervision, and inadequate systems of accountability. Simultaneously, the parties entered into a court- enforced consent decree, which terminated in October 2009.
