National Policing Institute
The National Policing Institute (NPI) was established in 1970 as a non-partisan and independent nonprofit organization dedicated to pursuing excellence in policing through science and innovation. NPI provides services in three main areas: research and evaluation, training and technical assistance, and organizational assessments and after-action reviews (AARs). These services are rooted in evidence-based practice and are designed to assist law enforcement agencies across the country in making strategic and operational decisions based on the latest research and innovation. NPI leverages scientific research and technology to guide its engagements, working directly with agencies and communities nationwide and abroad through collaborative approaches that engage scholars, practitioners, law enforcement agencies, and community stakeholders at the international, national, state, and local level. NPI aims to serve as a model for systematically examining real-world challenges law enforcement agencies face.

They are social scientists and academics who have spent careers understanding what works in policing and what is possible in public safety. 21CP Solutions are experts who have worked in, with, and for communities to drive safe, effective, and constitutional policing.
Institute for Intergovernmental Research (IIR)
The Institute for Intergovernmental Research (IIR) is a values-based organization whose mission is to create and deliver dynamic solutions for our criminal justice partners and communities. This mission is achieved by equipping local, state, federal, tribal, territorial, and regional law enforcement, criminal justice, victim advocacy, and health agencies, organizations, and providers with the innovations they need to help ensure public safety. IIR's programs and resources address its clients' most pressing challenges, including violent crime reduction, officer safety and wellness, information sharing, gang prevention and suppression, opioid and substance abuse, and domestic violence prevention and response. IIR tailors its support to local needs to maximize community engagement and backs it with documented performance metrics that provide evidence of progress and impact to those IIR serves.
IIR enables its clients to adopt the latest in criminal justice promising practices through exceptional training and technical assistance (TTA) and research. IIR's approach emphasizes intergovernmental collaboration that breaks down inefficient siloing of services. Also, it integrates the effective use of research and data to localize solutions to specific challenges—thereby maximizing success. To realize clients' goals, the IIR team includes an extensive network of nationally recognized subject-matter experts with diverse skills, ranging from field-based experience to technical writing, to instructional design, to event delivery, to project management, to develop exemplary programs for the field.
